It's because they're not directly owned by News Corp.
It seems this is around summer 2001 since it looked like most of the old package was intact for the lead-in.

WSVN is owned by Sunbeam and not FOX O&O therefore does not have to adhere to the FOX rebranding thankfully

But they had a time when they did say WSVN 7 FOX around 1997 and 2001.

Fox is strict with its affiliates, they are suppose to be Fox___. However, WSVN gets them very high ratings in a competitive metropolitan area, so i doubt Fox Really wants to rock the boat that much. Whenever FOX uses WSVNs footage on Fox News they refer to them as Fox 7

No they don't. They just say "live pictures out of Miami" or something like that. If it's Shep, then he pumps it up by saying something like "these pictures from south florida's news station, WSVN". He used to work there and usually tips his hat to WSVN when their content makes it on FNC.
