Okay having watched this further, I wrote too fast, John Baird is not acting appropriately here though the chair made errors. The issue of whether he was coming as an MP or as a witness is real and you can see the nonpartisan committee clerks were honestly trying to resolve this despite Baird's anger.

I completely share Siobhan Coady's anger at 7:50 . I've served on just a few boards with Roberts Rules, including contentious ones, and this behavior is ridiculous and unprofessional.

A point of order does not facilitate ranting, outrage, or the opportunity to give a speech. He is just as guilty for not following proper legislative decorum and procedure. Also, if his status and role was indeed one of a witness to the hearing, then he cannot raise a point of order. It's as if the witness in a trial declares an objection. Even if the witness is a lawyer, or a judge, they have no legal or procedural standing.
