Im in construction and work for several custom home builders that bend over backwards to make sure the neighbors are not inconvienced as much as possible.They put up chain link fences around the job site and with the surounding houses permission post little sighns in there yard telling contracters not to tresspass. This guy is just an amateur, unprofessional jerk.
Hm, I see he's got a port a potty there too...those things are heavy but they do tip sometimes in windstorms. If you get another guy to help you, they are easy to tip over. You can also get some dog or cat poopie and leave piles of it in his driveway so he can drive over it and step in it. You could also rub that tape that you have there with poison ivy leaves. :) Make sure to wear gloves.

A really good way to get back at him is to run a fine wire glued or fasten just as long as it is not noticeable make sure the posts are wood then get a fence controller hook it up and BAM when he touches it he will get about 50,000 volts it won't kill him but he will be sore for a while the only problem is makeing sure the wire is insulated enough so it dose not short out when it rains good luck

A really good way to prevent this is to get a can of Super 77 spray the tape.
Then get a few lightbulbs and break them up into small fragments.
You then apply the broken glass to the tape. Upon grabbing the tape he will cut the crap out of his hand.
