I'm going to assume either A he was in jail / institutionalised, and someone he knew there died, someone he knew was thrown in jail for some dumb reason and died, or B I have no idea, i listen to the song, sounds like a crappy childhood, probably a really tough life, not much else to sing about, actually i'd love to know more about what the artists motivations were, if you want to fill me in.
