One of my former students emphasized the second o in chocolate, for example, despite my corrections reminding him that native speakers de-emphasize the second o so the word sounds more like choc-late.

Well of course they're not going to find a non-Japanese voice actor to play an American character. But his Engrish actually wasn't all that bad, I would've understood it just fine even if I hadn't been reading the subtitles. But for a large majority of the rest of the Japanese population's English, no. Just no, they shouldn't even attempt it, despite how many years they've probably spent trying to learn it. But then again, it makes for some awesome comedy for us English speakers!
