The president isn't responsible for what happens in New Orleans...the CITY OF NEW ORLEANS is responsible for what happens in New Orleans. As for everything else, that's all on the individuals who did wrong. Anyone who has been deployed knows that every person's actions are the responsibility of nobody except for the person who makes the act.
Actually, the environment created by policy, which was created by high level officials, is to blame. Torture, negligence, aggression, disregard for the rule of law, etc. represent policy decisions. Not a few bad apples or some crap. These things are not isolated incidents, they represent actual decisions made by the administration.
