Few people have these sort of resources, or this sort of time in an emergency.

Go into your freezer, get ice, dispense ice across an open towel. Open waterbottle, squirt water all over towel, fold or roll towel into desired shape. Apply to area.

Done. An icepack good for at least an hour that you can make on the spot almost anywhere.

They just had a box of them in the front of the office, and you had to take a pack and leave if you had any of the following symptoms: (photocopies of a medical dictionary), and if you had any other symptoms, you had to tell the secretary so she could call to wake up the nurse ahead of time.
