I think you misunderstood what I wrote. I'll be more clear.
You said that 'they were shot for boarding an American vessel.'
That's not exactly true. It's part of it but the main reason is that they then took American hostages in a life boat or some other smaller vessel off the U.S. cargo ship and were holding them at gun point. And that's when the U.S. Seal Team killed 3 / 4 of said pirates.
But yes, technically they were pirates the minute they stepped foot on the US ship.

It's banned for commercial use but not for research, so the Japanese use this as a guise for harpooning whales. They do examine the stomach contents and such as a formality, and then they package up the meat and sell it. I suppose if the research is legitimate (and necessary) it's better to sell the meat for consumption than waste it. More often than not, it's not really research.
