no, i'm saying it could have ended differently... sitting around for roughly 2 hours could have been spent trying to get tear gas into the car... or somehow distract the driver... or shoot out the window and tase the guy... nothing was done... and he's dead... nobodies to blame... but the guy... hopefully lessons are learned and next time there's not a 2h+ chase, and not 2h+ wait....
