Needed votes for what? The Republican (and Democractic) primaries are NOT part of the US Government's voting process for president. It is a private function of the party's organization. Multiple Republicans or Democrats can run for president, and in fact do. Just because you're not "nominated" by a small number of people, in a particular party, doesn't mean you're not in that party anymore. In most cases it only means they won't give that person their main fiscal push for the run-up.
