doing the insurance fruad gives you longer sprint. after level 3 your sprint is doubled. after level 6 you get unlimited sprint

the university district is the south east. once there look at this video and look at his map in the corner, that should help find the location. Additionaly, the 40 oz drinks can be found in any liqour store. make sure you take about 3 bottles just in case, they dont cost much.
