@ khylie555 , I can reliably inform you that the performers here, and the ones in the TV series, have a switch in their right hand to operate the nose/mouth mechanism, and another in their left hand to blink the eyes. The costumes in this video were made specifically for these roadshows. There were three sets of costumes made for the TV series, all now destroyed unfortunately.

Tinky Winky and Laa Laa are very true to the spirit of the original characters in this limited performance on a small stage. They must have been played by the original actors or very well-studied understudies. Dipsy and Po not so much.

The people in those suits probably had to be trained for a few hours (at least) to know how to replicate what Dave Thompson, John Simmit, Nikki Smedley, and Pui Fan Lee did on every episode.
