You have to search in the CD for the honestech tvr software. Yeah, it is a cheap card, but still, it's the cheapest card out there, and all other cards are $35 +
You'll need a Y audio jack converter for the audio input jack. you can pick one up at radio shack or something, about $5. It has 2 ports on one end for the audio jacks, and the other side has an audio jack, like you would see on a pair of headphones.
As for you having vista you should still get the idea of how to get your volume to work.
I get audio but no video using an ati hd 6950 and coax cable

AHA wow its soo simple now, all you had to do is set the audio output from the card to your soundcard input or mic.

what tv tuner software are you using?
I just bought this card and it sucks! they gave me a cheap program that doesnt even work properly and the image is all black and white!
In the user manual there are pictures of that same program you're using but its not the one that came with my card!
