no, you can't solve it legally. Since there are three houses, there have to be 9 lines right? 3 lines to 3 houses. The middle house can either cut in front of the side house or go around, but going around makes it cut off a lot of routes, forcing the side house it just enclosed to stay inside. The remaining house would have to go on the outside, but one of the routes will always be cut off, which is where people get frustrated and bend/break rules.
