I'm so confused, Pokerstars is on the Isle of Man, a British Crown dependency. The move was driven by the establishment of a 0% corporate tax rate and the removal of rules barring companies from accepting casino and poker bets from America. I realise that America stills see's online gambling as illegal so why the hell is this a show on Fox?

Because he was in the small blind for 1000 already, so a raise to 4000 is a raise of 3000 on top of the 1000 he's already in. So the min re-raise would be 3000 more on top of the 4000, which is to 7000.
