That knob on the dash is not a control for the magneto it is the choke. When that lever on the left side of the steering wheel is pulled down the spark timing is advanced. The timing should only be advanced when the engine is running and is slowly moved until the engine runs smoothly. When you try to start with the timing advanced it will back fire and send the starting crank flying backwards. That buzzing is not the magneto it is the contacts of the buzz coils opening and closing.
You'll damage your starter if you keep advancing the timing while cranking it and you'll break your arm if you try hand cranking with advanced timing, of course it looks like the hand crank is missing anyway.
Timing should always be fully retarded when motor cranking and only slightly advanced when hand cranking and remember... Thumb Over!
Also the magneto is inside the engine, the buzzing is from the ignition coils.
