@artabanes The 1524mm gauge was built in the 19th century by the Imperial Russia, the reason is not clear though it could be because of the fear of foreign attacks. It actually worked against Nazy Germany during the WW.
The Soviet Union redefinied it to 1520mm the difference is in the imperial units. Also 1520mm doesn't mean that the 1524 gauge will be changed or the rolling stock. It's a rule for the new or renovated tracks. Also during the 19th century US used the 1524mm gauge.
Why did they change the gauge by just 4mm?
Do they really lay track with that kind of accuracy?
And the StPetersburg - Helsinki train just runs all the way without changing bogies, so they don't care about such a small difference?

So, is 5 feet 1520 or 1524mm?
I know 4' 8½" is 1435mm, 5' 3" is 1600mm and 5' 6" is 1676mm.

Actually it must be 1520. 1524 is in Finland.
