You can watch this and Invaders from Neptune episode and detect a subtle resentment or just general ignorance and disregard of Japanese people. I actually think the poor framing of that shot is due to the cropping from widescreen to 4:3. Instead of panning back and forth across the frame to follow the speakers, they just decided to split the difference, effectively keeping both speakers almost completely invisible.
You can see plenty of other amusing problems with pan-and-scan in the Gamera and Godzilla movies from the earlier seasons.
Are you sure we're talking about the same movie, then? The movie of that name that I saw made Invasion of the Neptune Men look like a well-plotted film with indepth characterization and witty dialogue.
Why didn't the production company let the actors playing the aliens (especially The Phantom) wear underwear? It's too darn obvious.
