Same thing, basically. Except that "snigger", through common usage, now carries a certain implication of malicious or disparaging intent.

"Snicker" to me implies a half-laugh, rather than a laugh deliberately suppressed, whether out of pity, embarrassment or whatever.

The difference might be that I'm half-laughing WITH you, rather than AT you.
