That arm of hers that's open and raw is not the result of picking at it; this woman obviously had a knife at some point and under the influence she cut her arm open to get at the imaginary bugs that were burrowing into her skin. You know what … I stay with a joint or maybe 2 a day. Through good information and personal intelligence I already decided in my teens that I would stay away from the hard stuff, almost 25 years later of ganja smoking I noticed I sticked to my own rule. Better, I guess.
This is pretty typical of cops in the Eastside. They simply cannot arrest everyone for drug related crime. And they begin to get to know everybody down there, and they become like colleagues at work.

Funding got cut, patients were thrown out on the street after years on psychotropic medications with no way to afford them and started taking everything and anything to "mimic" the effects of the prescription drugs.

People, in desperated, have used their own saliva to cook and ended up with limbs amputated. In the desperation of wanting to "get well" people make some pretty poor decisions, sometimes.

I do not agree with the message that these people just started partying and just happened to have addictive personality and now they are addicted to drugs. It has very little to do with your personality and absolutely everything to do with childhood trauma. 100% of the women who live on the downtown east side have been abused and thats why they have no home, thats why they are drug addicts. Not because they have a personality that lends them self to drugs.
It's not the reality of most of the indiividuals in this film but it is a good message to give to suburban kids who will never see a foster home or an institutionalized setting other than school.

These men are doing their job, they are serving and protecting the members of their community. The young man at the opening of this film would have been dead, Nicola would have went hungry without them.
Some police forget than an arrest should be the last option after you've tried to serve the peson by giving them another option or protected them by getting them the help that they need.
To answer your last question, Vancouver winters are mild so many stay on the streets year round.

@missmisa drug addicts are inherently violent and bad people. I have known many nurses that have love working in the downtown eastside. I think it's not a good thing that people marginalize and ignore the people that live in the downtown eastside. There are a lot of people with addictions in the DTES but there's also just a lot of people who are very very poor living down there. It's a bad thing that they're concentrated in that area. The lack of safe housing is ridiculous.
Kids who have been abused and freak out used to be institutionalized. Wives too. Now it's the downtown east side.
We have to stop the abuse of children, which leads to this. And it goes on and on and on, with little recognition of the real problem. More, but not enough, done about it.

She explained that she would hallucinate and felt/saw bugs crawling under her skin and would scratch and pick at them. Every time she'd use, she'd cut at her skin and then she would inject heroin into her wounds when she'd use, causing the infection. She said she had two skin graphs but they wouldn't take since she'd inject into her wounds...

@Fersomling That is definitely the case for some people. My brother got into it to self-medicate for his bipolar illness (which of course just amplified the problem). I would imagine some people who have serious problems at home (abusive parents etc) may start to use it as an escape & throw caution to the wind. However, some people, perfectly normal, tend to 'try it out' in a social gathering, and naively believe they couldn't possibly get hooked after just a little try.

@reddirtg Its no secret the lower east side cops have their priorities straight. Imagine if some sheriff's dept. idiot came across that guy smoking the heroin in the alley? He'd be tasered and arrested in 2 seconds Id bet.
