@mikediorio56 It could, you would more than likely also see white smoke coming from the tail pipe too if you had a bad valve. Hope this helps you out.

@AGreedyTree That would depend what is the price of the part and a mechanic uses a program to tell him the amount of time it will take so he will go by that and the hourly rate. Remember at any shop you will be charged no matter how long it takes him what the computer says so if it says 3 hours and he can do it in 1 hour you will still be charged for 3 hours labor so when ever you go in to a shop ask him to break down the charges like his hourly rate and parts price.
