You're half right. It only happens during a king tide which of course is caused by the moon's gravitational pull. The wave is caused from the incoming water from the rising tide, hitting the river which is flowing the opposite way and since it has nowhere else to go, it goes up.

Last year a french/Brasilian team surfed it for over 10 miles, but that was further upstream, where the wave is cleaner and a good deal smaller.
This is the Qingtang River. I live right next door to it. The Qingtang is somewhat wide, but is a muddy, dirty river, surrounded by apartment buildings, urban sprawl and nothingness.
Chinese are amused about anything. Any stupid thing entertains them. There are thousands of people on the riverbank of a dirty river watching a rish of muddy, polluted water coming towards them. Weird. Welcome to China.

Great footage of the hangchow bore!! one of the most spectacular natural events in the world!! amazing that it happens several times a year!! and people flock to see it. Even have a bore-watching festival-Brilliant!!
