Having the US military in other countries is a waste. Having special unit conduct RAIDs is a better plan. Jeremy Scahill is playing the word game. The US is at war with the al-Qaeda and in war you shot the enemy. Traditionally we don't call WW2 Veterans assassins. It has been called the War on Terror and receives government funding. As far as offshore sites, the Somalians are ALSO fighting terrorism on it's own country. The RED cross should be involved in any site the US does business with.
