I'm using compiz 0.7.4/0.7.6. I think, it's a default plugins. When you open your CCSM you can locate it under ACCESSIBILITY option, then select MAGNIFIER (enable and choose your own shortcut keys)
Forgot to add this little text explanation from the video demo, that the elisha.jpg "DEMO PICTURES" folder is in 1280x1024 format so, when you resized the image to 640x480 it automatically corrects the aspect ratio which is 600x480.
The other two pictures from the same directory folders was 1024x768, so when resized to 640x480 it retains it's aspect ratio and converted to 640x480.
