It was 1991 that the ITC took over from the IBA. The ITA and the IBA were the same authority just a different name to allow the control of radio. When the ITC took over from the IBA, 75% of the higher up members from the IBA made it over to the ITC. The only difference was the change in regulation thanks to the 1990 Broadcasting Act. Same people just different powers.

I had a friend who told me when he was depressed and had insomnia he would watch the test patterns for hours.
Probably that's why I don't talk to him very often...
