Prime isn't based on gov't. Rates are dependent on many factors, but ultimately, the baselline starts at the Federal Reserve. From there, the markets determine the rates. Whether fixed or variable.

This video was definitely a little extreme in terms of Dog interference. I have since posted other videos on fixed and variable without the dog.
This one, admittedly, was put together more for friends & family as they always comment on the dog more than my content. lol
