@norcoboy - basically it means "the whole world is crazy" or "what great decadence this is, that is coming to an end" A big fire was started in Rome in AD 64 which burned a LOT of the city.
@norcoboy tmanran is right about the historical aspect but the casual remarking of the event and "pouring another drink" refers to a legend that during the sack of Rome, Emperor Nero was calmly playing the lyre and singing a song about the sack of Troy. It's really a statement about the sordid set of affairs in the world and, realistically, what little can be done about them. You might as well have another drink and watch it burn.
I agree, this is the best scene of Cali. The people writing the texts are true artists, the dialogue in the entire series is so, so good. Granted, Duchovny plays the Hank part excellently. I cannot imagine, however, this series without brilliant little pieces of text like this. This is what makes me come back for more .. can't wait for Season 4.

The blog for Hell-A magazine is an example and the opening for the last episode of season 2 where Hank finishes the Ashby book. Snippets where you hear the inner dialogue of this writer and his journey. Hopefully some of these things will be resurrected in the coming season.
