It's basically just Hitler's staff telling him how messed up things are outside the bunker, and then Hitler is like "General's Steiner's attack will save us" but his generals are like "um, no. Steiner couldn't get enough men together to make the attack" so Hitler flips out and, accuses them of being disloyal, disobeying orders etc: "Das war ein Befehl!" i.e. "that was an order!"

He also says how they went to military school just to learn how to use a knife and fork which is pretty lol
