I don't think that 10% line is accurate. There are over 6 billion people on the earth, at least 1 billion are white, if not more. Let's say 1.5 billion white, human population of 6 billion, 1.5 divided by 6 billion equals .25 times 100, 25%. You can fudge with those numbers a bit, maybe 1bln. for 16%, either way above 10%.
