Awkward is exactly right; in fact, NBC had to shell out almost $1 million to the Nebraska ETV Network in order to keep this new logo for as long as they did before finally merging the peacock and the N logo in the summer of 1979.

The peacock returned superimposed on the "N" for the 1979-1980 season with the tagline, "NBC -- Proud as a Peacock!" Eventually, the "N" got dumped, and the peacock, which focus groups felt looked too much like a scallop shell, lost all but 6 of its feathers.
It was called the N of doom, because it really was not as successful as the peacock and the snake.
NBC paid 750,000 and it turned out that the Nebraska Educational Network (similar to PBS) had the same logo (one color) that they paid $100 to an artist for several years prior. Nebraska TV threatened to sue National Broadcasting Co for copyright infringement; settled out of court for about 100,000.
I think you're all taking the "scary" thing too literally. As far as bumpers go, it's just a really weird and obnoxious one.
Personally, however, if I was alone watching TV and all of a sudden had those NBC horns blaring, I'd probably be a bit startled. Let's face it, it sounds like music out of some kind of crazy Clockwork Orange kind of thing.

That's their Logo of The NBC-TV Network on New Year's Day 1976 as "NBC-The Network of America."
