I don't think it is possible to be overcritical of anyone who claims sociology is a 'science'. Of course it may be a valuable A level if you intend to teach in primary schools (or something like that), but to study it at uni and become a 'social science researcher'? Pfft!
Well, in the first part (same title, and on the same YT channel) he mentions '1943' being 'fifty-four years ago', implying that it was recorded in '97.
I think he is just getting better and better.

Well, I wouldn't go that far. Satire has a long and distinguished history, to the ancient Greeks and further. He's very talented though.

Place? Well, it's a college lecture hall, so it could possibly be UC Santa Cruz, where Lehrer now teaches.
As far as date, from some of the time-specific references ("That's Mathematics" in 1993 and Ted Kaczynski), I'd guess 1996 or later.
