Sounds a bit like someone messing with "voice inversion" with a roger beep on. That old voice scrambling you heard on cordless phones in the 80s-90s. Was also used on a cb echo/multi beep box called the "VC100 VC200" made by rflimited many years ago. Can be decoded with "invert.exe".

it sounds to me like the guy transmitting was on lsb but if you look closely at the rig you'll see it's on usb (but i'm not an anorak though)
