It looks to be an animal that was expierimented on. Whoever disfigured it must have dumped it in the sea when it died to avoid getting caught. (Unless the Government did this.) Or it escaped.

that's horrible it looked as though it didn't have a jaw. i wish we could have seen th back like if it had a tail or didn't. but that is just ghastly.
