i haven't read the specific fair tax bill for NYC, but in MO there's a bill for a fair tax that would make take away income taxes and that would have to at least double the sales tax to make up for the lost revenue. it would also broaden the spectrum of what could be taxed (ie: services and rent). they would also have "prebates" to help out poor college kids like me who can't afford to pay taxes on my rent and doubling taxes for food and whatnot. it's not the best of ideas.

The only reason your Consumption Tax would not be feasible, is because once the tax on an item exceeds 25-33% of the price of the item, people turn to the black market to purchase said items. Thus negating your "Fair Tax."
