well originally it was meant to be an actual attack, but now trickers, and such use it simply as a move, in most martial however they still use it as an actual attack such as in the form of karate i do. if you have ever seen the butterfly twist, the kick is much more noticeable

i dont think your vertical has anything to do with it. the butterfly kick is super easy if you follow a good tutorial like this vid. with standard stretching and drilling, it should take you from between 2 hours to 2 days depending on your will power and endurance.
my instructor said that there is a mizong quan school in london, im not sure where though, 15 years nice man, your technique is really clean, hope to train with you sometime soon. peace.
where do you train? i do kung fu with ancestral mountains around surrey/hampshire,it is more traditional though but we do some wushu, my instructor is more into his internal stuff but is sick, do you go to chen wu kuan? nice stuff.

i have used it in a real fight but u have to be fast and make sure u do it when u know it would connect with the oppent

In the same way, if you imagine in a back somersault the arms act as the blocking mechanism, so the first leg at the hip does here.
Also, to get much height you want to be thinking about 3 things:
1. Your lower stomach area is the bit you want to get up in the air.
2. Should be punching down with the second leg
3. Should jump into the air - both legs same time jump - just one whips up before the other.

I very rarely use those names now, but your right :)
The jump inside in the West is sometimes called a tornado, or a whirlwind, but its name is Xuan Feng Jiao which is literally jumping inside kick.
The jumping outside gets called a lotus kick all the time, but its proper name is a Teng Kong Bai Lien, or just Bai Lien =)
