The referee is at fault. If he wanted to stop the fight, he needs to come between the fighters and wave his arms. In this case, for all we know, he is waving his arms, trying to say hello to someone in the audience.
@TwistedOrder12 If I were the referee, and had decided to stop the fight, I would have done it at about 0:07, when the fighter was still down. That is when the referee began waving to the crowd.
Not sure how he was being cocky, I think he was just confused and still half outta it from the first knock down. Infact the guy that KO'd him should have been disqualified for that.

@Igman2020 I disagree. After reading your comment I looked at the video 3 more times and he definitly tried to punk the other fighter by stepping up to him. I'm not a fighter but I did learn to box and yes my bell has been rung pretty badly plenty off times. Never did I not know when a fight was over and neither has anyone else in my gym. This guy tried to be smart and paid for it.

The ref should have stayed with him until his head was clear. if you pay attention, in the UFC, the refs grab the fighters and talk to them until they know where they are and what happened.
