The gov't uses it all the time. It's using it directly in Iraq now; the US gov't has a consistent history of military interventions and military aid to other gov'ts (some of whom do pretty unpleasant things with that aid, and some of whom are pretty hostile towards us right now). That was one of the strategic purposes of the Iraq War: to let the world know that the sole military superpower was more than willing to defy the international consensus, international bodies, and international law.

Obama and Chavez have some things in common for sure, but one can't really say that nationalizing GM is the same as the nationalization process that has been taking place in Venezuela. Chavez has nationalized prosperous private companies, whereas GM had become an utter failure.
