All: The reason why the mine continued to operate without correcting the safety violations is because they were in the process of disputing them. By law, the fines and corrections are not enforceable while the violations are in dispute. If the mine had corrected the violations and paid the fines in the first place, without dispute, this accident most likely would not have occurred. But they were obviously more interested in their bottom line than worker safety.
