Yes K3B applies for burning video files to DVDs as far as I know. Can't confirm this works though because I don't have a DVD rewritable drive in this computer.
You can get KDE apps to load much quicker in Ubuntu by loading the KDE libraries upon upon login. Go the the System--->Preferences-->Sessions---> and create a new entry and have it load /usb/bin/kdeinit at startup.
How would you burn a dvd? would it be able to play on the tv?
