Think of it this way. Someone lined you up with 39 other people and told you: one of you will be shot dead. The shooter looks done the barrel, slowly scanning back and forth, pausing on each person, deciding which one he will pull the trigger on.

Now imagine a whole country, continent or the earth itself is in that line up. 1 in 40 are decent odds, but still too risky.

The chance of it hitting must be calculated more precisely and dealt with if necessary.

thats for objects orbiting the earth, detecting asteroids orbiting the sun it's extremely hard because they are much farther away. there are thousands known km scale asteroids and we keep discovering new ones everyday. If one is heading to earth and we could very well detect it only weeks before it hits.
