Oh yeah, America isn't the only nation with nuclear weapons and launching a nuke might freak out nuclear-armed nations near Iraq. The likes of China, Russia, India and Pakistan might launch their nukes at different targets thinking someone is trying to nuke them. Iran would take this as the best opportunity to build nuclear weapons. You'll find non-nuclear armed nations seeking WMDs just for protection from America (they'll probably approach Pakistan or North Korea for the technology).

With Japan, the whole nation was prepared to fight to the last breath. In Iraq, even before the war began, a huge part of Iraq's army surrendered and the rest easily dissolved within 3 weeks. While the American forces battled the Iraqi army, Iraqi civilians locked their doors and waited for whoever won to take charge. You can't nuke a whole nation because you can't handle few insurgents. That's a sign of weakness.
