She is not talking in Pyongyang dialect, so this is outside of the city.
This is probably a report of farming fields and crop, and how North Korea fell after the death of Kim il Sung.
I too cannot hear with all this jamming noise.

it sounds like a some type of radio drama about a korean history, but i can't really hear. too much static and jamming crap.
in fact, i can't even tell if she is speaking in pyongyang dialect.

this is actually very tame, they can REALLY get vitrolic and "go crazy"....;-)
