These cities had roads, paths, mines, agriculture and villages. It would be stupid to settle in a place with no accessability to the outside world. And the Incas main jobs back then was survival which meant farming and building.

Yes the Incas built temples filled with gold but not in the mointains, the Incan Empire was huge and varied from cities in valleys and forests to mountain terrain.
