i don't consider hf sagat overpowered at all. personally i suck with him. his tiger uppercut is not invincible all the way up, his recovery time is more than CE, he's slow and his throw sucks.

Technically Sim should beat Sagat, and HF Sagat is actually one of the more balanced versions (he doesn't have the stupid quick recovery time of CE and SSF2 Sagat, and ST Old Sagat).
