well mawtini was written and used since 1934 in palestine, while biladi was adopted and used officially on 1996 only. Plus children in palestinian schools (i dont know about schools in palestine, i am only talking about schools for palestinian refugees in jordan and lebanon and such) are being taught Mawtini as the national anthem. So just because the councel picked biladi that doesnt make it the palestinian national anthem that the people know use and want.
