Skyrims good but the reason you suck is because your putting points n perks everywere. Choose one type of damage, magic/onehanded/twohanded or archery. One type of defence lightarmor/heavyarmor/restorat­ion n alteration and stick with it till you dont want to spend anymore perks on it, then choose another.

By the way, be careful when running that close to the dragon. As a nord, I do the same thing you do, but dragons do have a one-hit KO ability where they snatch you up in their mouths. Just thought I'd let you know.
