The Tenth Amendment restates the Constitution's principle of federalism by providing that powers not granted to the national government nor prohibited to the states by the constitution of the United States are reserved to the states or the people.
I see no power in the Constitution that says you have the right to engineer any such program if so it would be up to the people or the states not the federal government, You better hope your @ss this has a state opt out option or I am going to make billions suing federal government for a direct breach of the constitution. My lawyer say this is the most sound way to take this down,
