That's because they have to play under the snap. If you know anything about football or band, you know that if a school's band plays too loud during the snap, penalties can be given out or the band could even be kicked out of the stadium.
Penalties can be giving if they have been told by the REF to bring it down when the QB is under the center and the QB and coach from the other them have to say they can't hear the plays and ect. I know because we use to do it to SWD in atlanta and my play brother use to do it to REDAN LOL i call it cheating for your school band
