In Britain, black gowns are prescribed up to Master's level degrees, and also the 'undress' gown for PhD. Our full dress doctoral robes can be ever bit as colourful as this US doctoral regalia.
There is a lot of information missing from this video, particularly that there are lots of colors for lots of various doctorates other than the Ph.D. Also, there are some institutions which use a bachelor's hood, but it is not very common.
