Wait a minute. So Mayor Sharp has deemed arkham asylum and blackgate prison unfit to hold criminals and so he places all the criminals in an area of the city that's gated which is called arkham city. And they can do anything they want except try to escape, and they have fend for themselves, right? So I wonder, what happens when ordinary citizens commit a crime (like a DUI) and they have to spend the night in jail? Do they sent to arkham city b/c that seems a little harsh?
